It's suicide but body has injury marks: UP

LUCKNOW: The Uttar Pradesh Government on Thursday said Deputy Chief Medical Officer (Family Welfare) Y. S. Sachan, who was found dead under mysterious circumstances in the Lucknow District Jail on Wednesday night, had committed suicide.

Dr. Sachan was prime accused in the case of the April 2 murder of CMO (Family Welfare) B. P. Singh. He was charged with plotting the murder of Dr. Singh and of another CMO, Vinod Arya, who was killed in October 2010. Dr. Sachan was to have been produced in court on Thursday for seeking police remand.

“Excessive bleeding”

Since the body of Dr. Sachan bore “nine injury marks, eight caused by a sharp-edged weapon”, the cause of death, according to the autopsy report, was “excessive bleeding”. The State Government had turned down the demand made by Dr. Sachan's family and the Opposition parties for a CBI inquiry. His family suspected foul play as Dr. Sachan's body was found “hanging” from a window grill in the toilet on the first floor of the district jail.When journalists asked how the death could be suicide when the body bore nine injury marks, Cabinet Secretary Shashank Shekhar Singh said: “ Prima facie, it is a case of suicide but since a judicial probe is on more facts would emerge.” The probe by a judicial magistrate was ordered late on Wednesday night.

The Cabinet Secretary said the post-mortem conducted in Lucknow by a team of five doctors was video-graphed and Dr. Sachan's family members were present on the campus. The autopsy was performed on Thursday at the behest of his family members. The viscera had been preserved for forensic examination.

Jailer suspended

The Cabinet Secretary said the government had suspended jailor J. P. Srivastava, deputy jailor Sunil Kumar Singh, head warden Babu Ram Dubey and wardens Anil Kumar Tripathi and Ram Narain Tiwari in connection with the incident.

The Cabinet Secretary said departmental proceedings hade been initiated against the five.

Earlier, the family members of Dr. Sachan refused to take the body after the autopsy. But it was later received by his brother at Dr. Sachan's Jankipuram residence. Suspecting foul play, his wife demanded that a second autopsy be done at the AIIMS. Dr. Sachan's family members also demanded a CBI probe.

Opposition attacks BSP

Meanwhile, the Opposition parties intensified their attack on the Mayawati government and demanded a CBI probe into the incident. Several Samajwadi Party and Congress workers were injured in a lathi-charge at two different places in Lucknow on Thursday.
