Uppal stadium construction: HCA office-bearers in trouble

HYDERABAD: In-charge Judge of Anti-Corruption Bureau (ACB) Court, I. Krishnaiah, issued a directive to the Director General of ACB to register a case against Hyderabad Cricket Association vice-president Shivlal Yadav and 22 other committee members and investigate the alleged misappropriation of funds since 2004, and submit a report by May 9.

According to T. Sriranga Rao, counsel for Babu Rao Sagar, the petitioner, the judge was responding to the list of allegations against the office-bearers regarding the construction of the Rajiv Gandhi Stadium at Uppal and related subjects.

The complainant filed a case against the HCA and sought action under Sections 11, 12, and 13 of Prevention of Corruption Act, and Sections 409 and 420 of IPC.

Mr. Sriranga Rao told The Hindu that the list of allegations includes embezzlement of funds, right from the issue of giving contract for the construction of the stadium. “My client alleged that about Rs.200 crore was swindled since 2004.”

“The ACB Court was informed that despite spending Rs.108 crore, the Rajiv Gandhi Stadium was still incomplete and didn't meet the desired international standards. A comparison was made with the Nagpur stadium which had a bigger seating capacity and was completed in just two years (2005-07), at an expenditure of Rs.42 crore, meeting all international specifications,” the counsel for the petitioner said.

“The alleged move of HCA to hand over the contract for the proposed canopy (roofing) of the entire stadium to a firm for about Rs.80 crore although another firm offered to complete it for Rs.22 crore was also brought to the notice of the court,” Mr. Sriranga Rao pointed out.

“The issue of alleged misappropriation with regard to the Moin-ud-Dowla Gold Cup was also mentioned in the petition. The NGRI panel report made it clear that the cup was not made completely of gold as it was originally believed to be,” the counsel added.
